FWIW, I'm pretty sure that photo dates back to the Clinton years, perhaps before, or while pushing for, the '94 AWB.
Yes, it's been around forever. That's part of the reason my limited research skills are having so much trouble--it's everywhere on the internet, and by the time it hit the internet it had been circulating without attribution for years already.
Interestingly, no eye protection... Wonder if it was just a posed photo- Kinda like algore's duck hunt photo???
